Engineer's Estimate (EE) Program

The Engineer's Estimate System (EES) is a Federal Lands developed software program that the Federal Lands Highway (FLH) Divisions and their consultants are required to use for project development, advertisement, and contract award. FLH consultants can obtain a copy of the EES by contacting your COTR for access to our FTP site.

For FP03 projects, all Federal Lands Divisions (Eastern, Central, and Western) use a single FLH pay item list. However, for FP96 projects, each Division has their own unique pay item list.
